Political Culture of Society in the Conditions of «Hybrid» Political Regime: its Structure and Functions

Abstract

The phenomenon of modern Ukrainian political culture both its structure and functional purpose was examined in this article. It was tried to prove the idea that political culture is a field of functional and structurally diverse phenomenon, where each component performs its function only in organic interaction with other components. At the same time, the value and activity components determine the society`s ability to overcome the threats of undemocratic practices. Political and power relations, mechanisms of interaction between the state and society are reflected both in the society`s state and its perception of political reality. Among the structural components of political culture the author identifies and analyzes political consciousness, political psychology and ideology, political experience, normalized and spontaneous political activity. In the transit conditions of social modernization, political transit, hybrid war, strengthening of the oligarchic component in the power system, values have instable dimensions. they often change, and therefore need attention in each situation. At the same time, they are a significant part of the national and universal component, which cements political culture and provides its projection of the future. The methods of analysis and synthesis, system and structural-functional approach were used in this article. It was admitted, that understanding the elements of political culture and their significance changes along with the development of political relations. There is a change in research emphasis in this regard. Nowadays, scientists are moving from general declarations and orientations to democratic progress to substantiate the importance of the activity component in the structure of political culture. The focus on socio-political activity can play a key role in tackling the new challenges of a hybrid political regime.
