Abstract

In the article we proposed emphasizes that in order to carry out the successful reforms that Ukraine needs today, it is necessary to create an adequate and effective management system. It is argued that in Ukraine, which is a parliamentary-presidential republic, the people delegate power to their representatives for a strictly defined term. It is emphasized that the geopolitical and territorial-historical organization of the state in the country is only the beginning of the state-making business, and the most important and responsible area of work is the creation of the state-administrative staff and the political-organizational structure of civil society. To achieve this, Ukraine has to do this work, combining revolution and reform.

It has been found out that in a democratic society the center of the cadre-power corps is headed by the leader of the country (or the pro-governmental branch of power), who, while exercising the supreme power in the country, should not assume the powers of the executive branch of power. That is, the leader of the country must remember the existence of his authentic right-wing locus of power in the coordinates of the political sphere.

The levels of public administration at which the reforms are being implemented are considered – governmental, administrative and practical implementation (administrative). It is emphasized that every type and variety of social reforms should have a well-thought-out concept, which is being developed by the government and parliament in an organic interaction with the representatives of science.

The work of the Cabinet of Ministers of Ukraine is analyzed as a process of permanent reorganization rather than a real reform of the state administration system. It is concluded that, in the absence of high-quality reforms, which should be aimed at the development of higher-ranking mechanisms by state officials to meet the needs and interests of society, the sociological law works: unmet needs and unfulfilled interests can cause another Maidan.
