Abstract

The «new regionalism» is seen as a modern wave of administrative-territorial reform that has emerged in Europe since the 1990s. It gave new functions to the regions, giving them more independent rights. The principle of subsidiarity is revealed, which is one of the three components of regionalization and integration, based on the experience of EU member states and consists in the minimal intervention of central authorities in the lives of local communities, only when absolutely necessary. The principle is not used in Ukrainian regulations, but its certain aspects and components are part of Ukrainian legislation. It is emphasized that the reform of decentralization is on time, especially in the context of the transformation of regional politics actors. She is often treated with fear and distrust. However, its slowdown and rejection are a threat to the territorial integrity of Ukraine. It is determined that these processes should be planned in advance, forecasted, taking into account regional interests and features of regional political subjects. The concentration of power on one hand and the principle of distribution of state funds in the regions by the will of the heads of state and regional centers are a thing of the past. It is emphasized that the democratization of society, which has acquired signs of irreversibility, requires the decentralization of all branches of government and the transfer of many vital functions to the centers of local self-government. Accordingly, regional communities demand more autonomy and independence in decision-making at the local level and, consequently, there is a need to reform the very administrative-territorial structure of the state. It is noted that the «new regionalism» has changed the rules of the unfair game and the functions of the regions have been filled with new meaning - now the government is forced to share its powers, local communities become autonomous entities, and have many internal issues. To consider the problem, the system approach, comparative method, basics of dialectical analysis were used in the work.
