ELITE AS A KEY SUBJECT OF TRANSFORMATIVE TRANSFIGURATIONS AT THE LOCAL LEVEL IN CONDITIONS OF DECENTRALIZATION OF UKRAINE

The article analyzes the publications on the issues of the local elite, which testified to the scientific interest in the study of political processes taking place at the local level, the implementation of the reform of decentralization of power; it is noted that the number of scientific works devoted not only directly to the reform, but also to the regional and local elite, its role and place in the state-building processes has recently increased; It was found that the process of change initiated at the local level is directly related to the local elite, whose activities cover all areas of livelihood needs and which, despite a significant number of problems, occupies a leading place in the development and political stability of regions and communities. emphasizes that the reform has become a truly difficult test for the elite, state institutions and local governments; it is shown that for the current stage of development of political science it is important to clarify the mechanisms of formation of the professional elite, able to provide the full range of measures necessary for the successful completion of local transformations; the role and place of the elite in the transformations taking place at the local level in the conditions of decentralization are analyzed; tasks and mechanisms of formation of local elite are defined; the interdependence of population activity on redistribution of administrative functions and powers from the state to regions and on places is revealed; the role and place of the elite and its influence on local processes, activity of citizens, formation of able-bodied territorial communities in the context of decentralization are shown and analyzed; the need for cooperation of the elite with political parties has been proved; organizations, non-governmental organizations, representatives of the business sphere, clarified the problems in the work of the elite and its role in the participation of citizens in the «participatory budget», developed practical recommendations for improving the work of the elite locally.
