Communication between Authorities and Communities in Ukrainian Territorial Hromadas: Challenges of War, Decentralization, and Institutional Implementation Pathways

The article addresses the issue of communication between government structures and the public in contemporary Ukraine, particularly in the context of democratic development, hybrid warfare, and decentralization. Emphasis is placed on the need to establish sustainable partnerships between the state and civil society as a prerequisite for the formation of effective local self-government. It is determined that modern challenges require the transformation of the traditional model of government-citizen interaction from a vertical "rule - subordination" to a horizontal "partnership - cooperation." It is noted that the foundation of this new model should be a participatory approach, ensuring the active involvement of citizens in decision-making at both local and national levels. The article provides specific recommendations for improving communication mechanisms between the government and citizens. These include the introduction of electronic democracy tools, the establishment of public councils, the development of public participation institutions, the digitalization of public services, and strengthening legal guarantees of transparency. Special attention is given to the role of education and digital technologies as factors in strengthening democratic culture and forming a competent civil society. The creation of local centers for public participation is proposed as a practical tool for mediation between the community and the government. In conclusion, it is emphasized that effective communication between the government and the public is a determining factor in democratic stability and sustainable community development. A comprehensive approach that includes legal, institutional, educational, and technological changes is capable of forming a mature governance system, where the interests of citizens become the foundation of public policy.
